Why is this change being made?

With the addition of many new add on services that extend the functionality of a customer's GitLab subscription, we need to update the Tiers handbook page to understand how we think about add on services in the context of tiers and plans. With this understanding, the Enterprise Data Team would be able to update the Snowflake data model to provide a unified, SSOT view into how we analyze add-ons. This is even more important and urgent at this time due to the new add-ons that are being added such as Agile Planning and AI in addition to the existing CI Minutes and Storage add-ons and others.
