The previous version of the ADR said "tagged". But what we really mean is that the mutable catalog is updated only after a modular component version is published to users. This allows the modular component team to control the timing at which their release is included in the release manifest.

i.e. Any public release of modular components will be included in the upcoming GitLab version.
