Add Pipeline Execution error budget exception

Summary

  • add a temporary 99.9% error-budget target for Verify: Pipeline Execution
  • document customer-owned runner queueing as the reason and link the metric-exclusion work
  • set the exception review date to 2026-09-30

Context

The Pipeline Execution group requested an active exception while customer-owned runner queueing metrics are excluded. Those metrics account for an estimated 50-60% of the group's error-budget spend. The target was confirmed in the 2026-07 Error Budget and Infradev Monthly Report.
