Context

The mission and strategic pillars didn't explicitly reflect that Development Analytics works with both the GitLab monolith and Modular Components as first-class targets.

What's in this MR?

Adds language to the mission and two strategic pillars clarifying that initiatives are built with both the monolith and Modular Components in mind, with each targeting whichever platform makes sense.
