DA handbook: restructure sections, surface strategy, fix roadmap hierarchy

Context

Following up on the vision/mission reframe, this restructures the DA handbook page to surface the most important content first and remove outdated sections.

What's in this MR?

  • Strategy (Vision, Mission, Pillars) now leads the page
  • FY27 Roadmap: Q2/Q3/Q4/Future Work all nested under one heading
  • Removed Metrics section (Defect Escape Rate — no longer active)
  • Removed outdated How We Work sections (Philosophy, Meetings, Yearly Roadmap Planning, Iterations)
  • Kept Internal Rotation, Support Requests, and Tools/Repository Maintenance
  • Common Links moved to bottom
