Update Maven virtual spec reference in Artifact Registry ADR-007

We split the Artifact Registry per-format remote/virtual specs into separate remote and virtual specs, and the Maven virtual spec moved from S14 to S30 (S14 is now Maven remote). This updates the one reference in ADR-007 so the next ADR sync picks it up.
