Update UX Forum docs to reflect automated post-session tasks

Summary

The DesignOps UX Forum automation now handles the two manual post-session host tasks:

  1. Removing the completed session row from the schedule (via MR)
  2. Creating the tracking issue for the next session (pre-filled with host and speaker handles)

This MR updates the handbook to reflect that:

  • Hosting section: Removes the sentence about manually creating tracking issues using the template
  • Updating the schedule section: Replaces the manual steps with a description of what the automation does, and a note reminding editors to include (@handle) in schedule entries
