The Zapier workflows were migrated to Workato workflows by the Enterprise Technology team. https://gitlab.com/gitlab-com/business-technology/enterprise-apps/integrations/integrations-work/-/work_items/829

This MR renames the Developer Relations workflows/tools handbook page, and removes all deprecated Zapier mentions. It also deletes the Tech stack owner Hugo template for Zapier which was non-functional after the tech_stack.yml was moved to HelpLab recently.
