docs: add Artifact Registry/Organizations interface agreement

Summary

Add interface agreement for the Artifact Registry, defining requirements, responsibilities, and open questions between the Artifact Registry (Package) and Organizations (Tenant Scale) teams.

Changes

  • New file: content/handbook/engineering/architecture/design-documents/artifact_registry/agreements/organizations.md
  • Updated: _index.md to add an "Interface agreements" section linking to the new page

Context

Per the 2026-03-27 CTO review, the directive is to define interface agreements between dependent teams so each team can work independently. This is the Organizations agreement, covering:

  • What AR provides
  • What AR requires from Organizations
  • Organization merges
  • Open questions
