Updates to internal hiring page

CHANGEME - add the details saying why, not just what.
Based on my conversations with People-Connect and the PBPs I made a few small process changes to the internal hiring page:
- PBPs: Removing the verbiage that says you can either let your current manager know OR your PBP if you are submitting an application to a new role. This should only be a conversation with the current manager prior to applying.
- People-connect: Updating the process so compensation is only being discussed with the internal candidate at the end of the process (at offer stage), and team members are encouraged to do their own research with the compensation calculator.
One important thing to keep in mind: this does not include the changes in the process for how recruiters will get compensation information at the time of offer. Those updates will be added to the internal handbook only and are in progress of being published.
