Add PNPS content back into handbook and remove broken links in Product Operations page

Why is this change being made?

This change is being made because the Paid NPS content was previously removed from the handbook. Since UX Research is currently handling the data collection and analysis on this metric, we wanted to include this content back into the handbook. Also, we wanted to move the content from Product Operations to UX Research since we are the primary DRIs for this metric within Product.
