Why is this change being made?

The subsection about the hand over form is so far down the page that it is not possible to see the main section title specifies "between regions". A natural result is the handover form now gets used for in-region handovers too. These can be solved synchronously and do not need to ping the manager on-call pr default.

NB: Removed "the manual method" as it is out of date / no longer in use.
