Add handbook page for board material prep
Why is this change being made?
I've been tasked with formalizing the board material prep process for the R&D org. This wasn't documented in the handbook, so I've created a new page under the "Product Process" folder. The information added to this page includes the timeline for board material prep, the task list, and links to templates.
Many of the links are internal only, but I think they're ok to be in this part of the handbook.
