Move infra getting-assistance page to infrastructure-platforms

Why is this change being made?

As part of gitlab-com/gl-infra/mstaff#453, this change updates documentation links throughout the GitLab handbook to reflect a reorganization of the infrastructure team's documentation structure. The links are being changed from /handbook/engineering/infrastructure/getting-assistance to /handbook/engineering/infrastructure-platforms/getting-assistance across multiple handbook pages, indicating that the infrastructure team has been renamed or restructured to "Infrastructure Platforms." This is a straightforward documentation maintenance update to ensure all internal links point to the correct locations after the team reorganization, affecting pages related to environments, deployments, developer onboarding, and various infrastructure standards.
