Move infra environments page to infrastructure-platforms
Why is this change being made?
As part of gitlab-com/gl-infra/mstaff#453, this change updates documentation links throughout the GitLab handbook to reflect a reorganization of the infrastructure team's documentation structure. Specifically, all references to "/handbook/engineering/infrastructure/environments/" have been changed to "/handbook/engineering/infrastructure-platforms/environments/" to match the new location where environment documentation is stored. This is a simple housekeeping update to ensure that links in various handbook pages (covering topics like deployment processes, developer onboarding, security compliance, and infrastructure standards) continue to work correctly after the documentation was moved to its new location under the "infrastructure-platforms" section.
