Why is this change being made?
This change is meant to make the assigned tech writer quicker to find. When someone clicks the link, they didn't need to view all of this intro text before viewing the table of assignments.

@kpaizee @dianalogan Whenever I came to the new handbook page to look at our writer assignments, I was overwhelmed by all the comments and text above the table. I wanted to see the assignments right away but I had to scroll down every time.
