Adding Staff level to EBA Job Family

Why is this change being made?

After great work that has been done with the EBA Job Framework want to further formalise the add of the Staff level to the EBA framework.

Adding the Staff level will add further clarity around expectations and responsibilities of the Staff EBA role.
