Add decision making process page to Create hb page - Role Clarity

This handbook update is part of an effort to clarify for everyone within or outside of Create to understand the decision-making process that is followed.

The aim is to be more consistent across all groups and drive best-practices that improve the clarity for our customers, counter-parts and other team members within GitLab.
