The handbook page for Analytics Instrumentation team currently lacks the documentation on how we determine the alignment of our work to the companywide goals. This MR adds the OKR process suggested by @tjayaramaraju here https://gitlab.com/gitlab-org/analytics-section/analytics-instrumentation/proposals/-/issues/15#note_2824300133+s to the team handbook page.
