Update from Community to Strategy programs (path and main page)

Updating the name from 'Community Programs' as it was determined that it could be incorrectly linked to GitLab's Community Edition and create confusion. The new naming 'Strategy Programs' was already being used informally. This MRs updates the main page of the handbook to align and confirm that we can use this officially moving forward. Once approved, subpages and other pages will be updated too.
