Move the list of defined L&R Terms to their own page in the L&R section of the handbook
Why is this change being made?
At the moment, there is a list of terms that are defined that were created back in April, but there is very little awareness of these terms. I believe this is due to them being on the main L&R page in the handbook at the bottom of the page where it's easy to miss them. I have moved them to their own top level page in the L&R portion of the handbook to help emphasize both their importance and make it easier to find this important information.

Company: If the update affects all (or the majority of) GitLab team members, post an update in #whats-happening-at-gitlab linking to this MR - For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
