Add LangSmith Logging Setup Steps

Why is this change being made?

1. This change is being made to add in a small section to help with explaining how to enable enhanced logging for internal team members.
   1. This logging is used to help AI engineers with debugging issues that arise with Agentic Chat. The change to add this into the handbook is to allow us to send a link to this page to explain to team members how to enable the logging and get the workflow IDs to provide to the AI Engineering team members.
