Updates to technical call in acquisition process

Eliran Mesika requested to merge eliran.mesika-main-patch-151c into main

Why is this change being made?

We should always maintain a customer-value focused perspective when evaluating acquisitions, that is true especially so when we've reached the Technical Call stage of the process. At that stage, it's easy to fall into the trap of technically disqualifying a target due to various technological differences, instead we should focus on the value an acquisition can bring to GitLab. The potential value, together with functional validation and integration complexity will provide a distilled POV on the quality of the opportunity.
