Update file office-equipment-supplies.md to point to the "Equipment" section of the "Global Expenses and Travel Policy" page instead of the top

Kyle Yetter requested to merge kyetter-main-patch-423b into main

Why is this change being made?

As a new hire, I found this page when I was searching for information on applying the home office setup stipend. The link it points to is a massive page that covers every type of expensing possible in the company, and the details about home office rules is buried deep down on the page. I'm updating this link to point to the correct section of the Global Expense and Travel Policy page instead of leaving it for others to find this particular information buried deep in the page. I discussed this with my manager, @juan-silva, who agreed this is a suitable change.
