[GitLab Dedicated] ✨ Add notes on using Grafana: Service Apdex and Error Ratio, Saturation Info

Why is this change being made?

In response to gitlab-com/gl-infra/gitlab-dedicated/team#3281, we 🍐 paired (gitlab-com/support/support-pairing#11262) to understand what information the folks in the Customer Emergencies on-call rotation would need to know to be prepared to handle a possible emergency regarding GitLab Dedicated.

We focused on observability and identified improvements to the GitLab Dedicated Observability and Monitoring (Grafana) workflow. This MR updates that workflow to add answer to the questions raised/feedback provided during that 🍐 pairing session.

The !1435 (merged) MR is also a result of that pairing session.
