Why is this change being made?

This MR adds a new design document for the dashboards customization framework as part of dashboard foundations strategic plan GitLab Dashboard Foundations Roadmap (gitlab-org&18072). This functionality is something that groupplatform insights has been working on and builds upon the dashboard layout framework as its foundation. This document is to serve as a living single source of truth (SSOT) for the subject of dashboard customization.
