Why is this change being made?

In gitlab-com/gl-infra&1561 (closed) we want to standardize configuration of Cloudflare-based resources across GitLab's infrastructure estate.

In this design document, we want to define an approach centred around developing a standardized and hierarchical set of Terraform modules that internal audiences can use to implement Cloudflare-based functionality in a consistent and scalable manner.
