Dedicated emergencies: Improve workflow docs for Support Engineers

Why is this change being made?

Recent meta-discussion around an emergency revealed that the instructions in the HB are outdated:

  1. Non-existant issue template and 404-ing HB pages linked
  2. No clarity in the emergency instructions, that an issue was needed.
  3. Duplication of details from SSoT: Dedicated on-call runbook.

This MR updates 1. and re-arranges some details so that 2. is also clarified. By removing superfluous details, it also fixes 3.

I've tested it locally with hugo server and all links seem to work now. Thank you, @lyle for the demo of correct .md/.html handling in !1448 (merged).
