Update file internal-hiring-process.md to include specifics around the eligibility check process

CHANGEME - add the details saying why, not just what.
I've made two small changes to the page in order to make the eligibility check process more clear for internal candidates:
- Included an SLA turnaround time of 48 hours for all eligibility checks so recruiters can have an idea of timeline to communicate to the candidate as to when we will get back to them on next steps.
- Included guidance for when team members from the people-connect team apply to internal roles, to route those requests directly to the Director of People operations.
