Corrected section titles in the ESPP section from ordered bullet lists to a11y compliant headers.
Why is this change being made?

Headers in the ESPP section were incorrectly using ordered list notation. In addition to creating an incorrect relationship between the eligibility requirements and the section headers, the missing h tags created an accessibility issue on the page. In addition to improving the visual scannability of the content, the page can now be better accessed and read by those using screenreader technology.
