Draft: Add leadership competencies to TA Manager+ responsibilities

As part of my Elevate manager training group project, we are auditing our direct team's job families to ensure GitLab's 5 leadership competencies are present for Manager+ roles. With this MR, I'm suggesting a few edits to ensure these competencies are well represented for all leadership levels within TA.

Summary of what I found and suggested:

  • Most of the competencies were represented in the responsibilities and requirements, but there were no explicit mentions or links to them.
  • Suggested updates to existing responsibilities to directly reference competencies + a blurb around high performing teams, including links to appropriate HB pages.
