Why is this change being made?

This handbook update provides Product teams with requirements to propose new items to the GitLab navigation bar and propose where they live in the navigation bar. We include research methods needed to make a formal proposal. We also stress that teams really evaluate whether a change is needed to our navigation and ask them to consider other alternative options before proposing adding a new nav item. This MR was created based on an early draft MR made prior to Product pages being migrated over to the new handbook.
