Primary email change enterprise user

Why is this change being made?

Following discussion in the issue gitlab-com/support/support-team-meta#5633 (closed)

As changing the primary email currently can only be done by admins self-service is not an option and support would have to be involved. We should create a workflow how to handle these situations as it is currently not clear.

  • Company: If the update affects all (or the majority of) GitLab team members, post an update in #whats-happening-at-gitlab linking to this MR
    • For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
