Drop project import process

Why is this change being made?

As per gitlab-com/support/support-team-meta#6475 (closed), the project import process is outdated and not used anymore – it's from a time before Direct Import was available to customers. This MR removes the outdated part of the corresponding handbook page.

Once merged, the related DCEF tool should be archived, and the obsolete macros be removed.
