Updating Security Operations to Sec Engineering and removing oncall

Why is this change being made?

Infrastructure security is the sub department under security engineering and the handbook page still states it as sub department of security operations, this change is to address the Infrastructure security as part of Security Engineering.

Also, it removes the responsibilities that are not part of the team, so removing those statements. Being on-call is not the part of the Infrastructure Security Team job and hence removing that from the list
