Rebase bst2 (Part 3, plugins)

The commits from bst2 have been rebased into a more logical order, and split into separate MRs to facilitate review.

See #1073 (closed) for details.

This MR includes the same commits as !2851 (merged) , plus additional commits that relate to the plugins. Please only discuss the plugins on this MR. Use !2851 (merged) to discuss the other commits. (They will dissapear from the diff anyway, when !2581 (merged) merges)

Also resolves #990 (closed).
