two fixes around the signing process

Hans-Christoph Steiner requested to merge eighthave/fdroidserver:two-fixes into master
  • init: enable apksigner by default if it is found
  • update: warn with --nosign if keystore or repo_pubkey are not present in config.yml. aa806626 in !821 (merged) was supposed to make that happen, but there was a bug in the logic.
