compiler-cc ignores *cc-format*
The variable cc-format doesn't seem to be used by the compiler. This is a problem with some compilers that e.g. don't accept the "-w" switch (some versions of clang).

cc-format is obsolete: the fact that it is a single string instead of a list of strings and the fact that it does not allow for certain patterns, means that it is very fragile. The way compiler-cc works is the way to go. I removed "-w" from it, though, so that it works with clang.
I leave the bug open so that we consider in the future adding some further customization to how the compiler is invoked.
