Improved caps-limit and character spam block

  • The caps filter now allows one full caps word up to 16 characters long for offline usernames.

  • When a msg would have been blocked for the caps limit it's now turned to lowercase and sent.

  • A new filter for spamming the same character, based on a config option that is 16 by default for username length.

  • Config version bumped to 4 for the new character spam options.
