Improve the spam and caps filters

As per the last staff meeting:

• Change the minimum message length to 16 (this would allow IGN’s of offline players).
• Convert caps to lowercase instead of blocking messages with too much caps.
• Block messages if they contain more than 16 repeating characters in a row.

Maybe even allow 1 full caps word if its length is at most 16.
