Refactor Downloads to Use External API

What does this MR do and why?

  • Adds one of the final pieces to the external API (API v2).
  • Adds functionality for folder downloads.
  • Centralize download logic to singular download function in the base API handler.
  • Resolves #232 (closed)

#ToDo:

  • double check permissions checks.
  • Check system storage to make sure we have enough storage to zip up the directory before downloading.
  • Add audit logging to downloads.
  • Await further discussion about support logs from internal conversations
