Allow users to access terminal buffer without log perms

What does this MR do and why?

  • Resolves #558 (closed) #520 (closed)
  • Checks for log permissions when users are trying to read the log file
  • Checks for logs or terminal permissions when user tries to read output buffer

How to set up and validate locally

  1. Create a normal user without SU perms, but with terminal perms and no log perms
  2. Load the terminal
