Users need logs permission for terminal to load

What Happened?

Users need logs permission since it's a /logs route for the server terminal

Expected result

Users should be able to request the terminal output buffer with just the terminal permission.

Steps to reproduce

Create a low priv user and only give them the terminal permission. Load the terminal tab and see error.

• High (anything that impacts the normal user flow or blocks app usage)
