Update Overview section in the project metrics page

DESCRIPTION

This MR will update the layout of the Overview section in the project metrics page:

  • "# Commits over time" now is a line graph and its name is "# Commits".
  • The text "over time" has been removed from every chart that were using it.
  • The legend in the chart called "# Authors" has been modified.
  • Adds a brief description of the metric alongside each visualization, also includes a link to a further description.
  • Adds a tool-tip in each metric with a brief description of it, also includes a link to a further description.
  • Adds a button to show/hide the description of the visualizations.
