Enhance Carbink spawn condition, fix Basculin catch rate, give Obstruct to Obstagoon

Carbink spawns are set to stone diamond ore only, which is exceptionally rare compared to deepslate diamond ore. Using the diamond_ores tag instead, as seen in the gemstones preset that Sableye uses, remedies this. It maintains the deep dark anticondition.

Galar Linoone was lacking Obstruct as an evolution move, and with no other means of learning it, Obstagoon was left without its signature move.
