Enhance Carbink spawn condition and Basculin catch rate

Carbink spawns are set to stone diamond ore only, which is exceptionally rare compared to deepslate diamond ore. Using the diamond_ores tag instead, as seen in the gemstones preset that Sableye uses, remedies this. It maintains the deep dark anticondition.
