[backport] build: libevent 2.1.12-stable
Summary
This is a backport of https://github.com/bitcoin/bitcoin/pull/21991 and https://github.com/bitcoin/bitcoin/pull/17008
It also removes a redundant piece of code that was removed in https://reviews.bitcoinabc.org/D5576 but not removed in the backport:
This is unnecessary because now find_component sets the interface link libraries.
