    This is the last in a chain of commits attempting to address
    long-standing issues pertaining to plotting of gene regulatory networks
    (GRNs) under Windows. The BETSE codebase does actually ignore such
    plotting when one or more of NetworkX, PyDot, or GraphViz are
    unavailable on the current system.
    
    The culprits are the Windows-specific versions of PyDot and GraphViz
    installed by Anaconda. Since this issue is out of our control and
    symptomatic of numerous other non-trivial issues encountered by end
    users under Windows, we have elected to "resolve" this issue by emitting
    a non-fatal warning when running under a standard CMD.exe or PowerShell
    environment rather than the Windows Subsystem for Linux (WSL). Since the
    WSL reliably emulates the Linux kernel, BETSE suffers no such issues
    under the WSL and hence emits no such warning. To reiterate, Windows
    users are strongly advised to install and run BETSE only under the WSL.
