Add basic node launch test for nodes part of the planning directory

trajectory_spoofer
does not contain the_nodes
suffix but does contain a node should this be renamed? -
lanelet2_global_planner_nodes
never had any tests enabled, I have commented out theament_lint_common
package dependency since this causes the tests to fail citing errors in the source code. I think this should be addressed in a different PR. I can create an issue for this unless it was intentional not to add tests to this package. - Some of the existing node tests were not actually run, ex:
recordreplay_planner_node.test.py
parking_planner_node.test.py
