Description

Spinnaker SDK has renamed ImageEvent class into ImageEventHandler class. This MR makes the spinnaker_camera_driver conform to the new SDK.

Notes for Reviewer

I have also added the version that this is expected to work with to the design doc. Should we add this to CMakeLists.txt instead?
